Navtech Group completes the first SAF-T implementation stage as the only integrator to validate 100% of its client portfolio, with fully validated and officially accepted real SAF-T declarations submitted to the National Revenue Agency, despite the grace period.
Navtech Group concludes the month of February with significant professional success and satisfied clients. In the final hours of the officially defined deadline set by the National Revenue Agency – February 28 – the company successfully submitted all official SAF-T files for its clients included in the first SAF-T wave – large enterprises and large taxpayers.
SAF-T (Standard Audit File for Tax) is a standardized electronic format for submitting accounting and tax data to the National Revenue Agency. The first stage of the standard’s implementation in Bulgaria presents significant challenges for large enterprises and taxpayers, related to the volume, structure, and quality of data, as well as its technical processing, validation, and submission in a production environment.
During this initial phase, a substantial number of taxpayers submit zero or technically incorrect SAF-T declarations, due to the complexity of the requirements and the need for thorough prior preparation, often requiring the implementation of a unified financial information system. Against this backdrop, Navtech Group achieved 100% real success, with all company clients submitting complete, accurate, and officially accepted SAF-T files within the regulatory deadline.
This result positions Navtech Group among the pioneers in the practical and effective implementation of SAF-T in Bulgaria, already in the first stage of introducing the new standard. The success was achieved through detailed advance preparation, strict data control, and close collaboration between the company’s teams, clients, and partnerships with leading audit firms in the field of tax law, such as Ernst & Young Bulgaria.
A key role in achieving this result was played by the leading Navtech Group team, represented by Maria Ivanova and Nikolay Yordanov, who successfully managed the challenges related to the processing, validation, and submission of extremely large and complex SAF-T files during the most demanding phase of the company’s development, coinciding with Bulgaria’s transition to the Euro.
As a leading player in the retail industry, the hypermarkets of TRANCHEV Ltd. – Bulmag successfully submitted a SAF-T file of exceptional scale — an XML file exceeding 11,000,000 lines, with the full technical validation process by the National Revenue Agency’s systems taking more than 12 hours.

Successful SAF-T submissions were also completed for ZIV Ltd., a company with more than 30 years of history, producing and offering a vast variety and rich selection of food products with well-known flavors enjoyed by both young and old. The processes at VIP Security Ltd., a company with long-standing traditions in security services and the official representative of the International Bodyguard Association, also ran smoothly, with good coordination between teams and without significant difficulties.
We also achieved success with the timely submission of accurate and complete SAF-T files for AXPO Bulgaria, established in 2006 and part of the Axpo Group - a leading producer of renewable energy in Switzerland and a key participant in international energy trading, working in partnership with Ernst & Young Bulgaria.
With these successfully completed SAF-T submissions, Navtech Group further strengthens its position as a reliable and well-prepared partner for companies facing new regulatory requirements, continuing to actively support its clients throughout all stages of the SAF-T process - from data analysis and preparation, through technical implementation and validation, to official submission to the National Revenue Agency.The next phase of SAF-T implementation in Bulgaria will begin in 2027 and will apply to large, medium-sized, and small enterprises with annual net revenues exceeding BGN 300 million or annual net tax and social security liabilities exceeding BGN 3.5 million.
